Decision of the Intergovernmental Committee: 20.COM 16 - UNESCO Intangible Cultural Heritage

The Committee,

Having examined document LHE/25/20.COM/16 Rev., the requests for accreditation and the quadrennial reports submitted by the non-governmental organizations accredited by the General Assembly at its fourth, sixth and eighth sessions in 2012, 2016 and 2020, respectively,
Recalling Article 9 of the Convention and Chapter III.2.2 of the Operational Directives,
Further recalling Resolutions GA 6, 6.GA 8, 8.GA 13 and 9.GA 7 of the General Assembly and Decisions 12.COM 17, 16.COM 15 and 18.COM 16 of the Committee,
Considers that the 59 organizations listed in Annex I to this document satisfy the criteria set out in paragraph 91 of the Operational Directives and recommends to the General Assembly that they be accredited to act in an advisory capacity to the Committee;
Further considers that the 37 organizations listed in Annex II to this document do not satisfy the criteria set out in paragraph 91 of the Operational Directives;
Also considers that the 87 organizations listed in Annex III to this document satisfy the criteria set out in the Operational Directives and decides to maintain their accreditation to perform advisory functions for the Committee;
Decides that the accreditation of the 2 organizations listed in Annex IV a) and of the 4 organizations listed in Annex IV b) to this document be terminated since they have not submitted a quadrennial report illustrating their contribution and commitment to the Committee’s work;
Takes note of the new information submitted by the 6 accredited NGOs listed in Annexes V a) and b) concerning their legal status;
Further takes note of the collaboration between the Secretariat and UNESCO Field Offices in reviewing requests for accreditation and renewals of NGOs, and encourages the Secretariat to pursue this adjusted procedure in future accreditation cycles;
Also takes note of the results of the actions taken to improve the geographical distribution of the accredited NGOs under the 2003 Convention, encourages the Secretariat, the ICH NGO Forum, Category 2 Centres and other stakeholders to pursue their efforts, and reiterates its invitation to States Parties from under-represented Electoral Groups to encourage NGOs operating within their territories and meeting the criteria for accreditation to submit requests for accreditation at the earliest opportunity.
