Regional Information and Training Conference Current training programmes - 2023

The conference is intended for the staff of 90 community cultural centres (chitalishta) in Smolyan region.
It is implemented within one working day and one consultation day.
The objective is:

  • The community cultural centres are informed and prepared for participation and under the introduced lists of intangible cultural heritage under the National System “Living Human Treasures - Bulgaria”;
  • people working in the community cultural centres to recognise misinformation and to be able to direct the civil community to reliable sources of information;

24.03.2023 - Consultative Day
Including working meetings with experts from the municipal administration and representatives of the cultural centres’ management on:

  • submission of a package of documents when applying under the Nationally representative list and newly-introduced:

(Emergency List); (Good Practice Register).

Relevance:
Highlights of the community cultural centres in 2023:

  • discussion on the application of established community practices in expanding the parameters of participation in the National System “Living Human Treasures - Bulgaria;
  • exchange of experiences, and ideas to prevent fake news in the fight against disinformation;
  • inter-institutional dialogue to support community activities for joint initiatives in 2023;
  • prepared for the implementation of current normative documents, according to the People’s Chitalishta Act, the Non-profit Legal Entities Act; the Convention for the Safeguarding of the Intangible Cultural Heritage-2003.

Objectives of the workshop:
1. To provide an update on priorities for the community cultural centres in 2023;
2. To turn the shared spectrum of valuable experience into a platform for collaboration and strengthening of links between those working in the cultural sector;
3. To formulate opportunities for the development of new forms of joint cultural activities for the preservation of the intangible cultural heritage of the Rhodopes;
4. The community to participate in public debates to activate cultural events.

Tasks of the discussion forum:
1. Upgrading the acquired qualification;
2. Discovering new opportunities for activities in a dynamically changing environment.

Estimated results on the practical applicability of the presentation:

  • cultural centres’ administrations will be informed, trained, skilled and prepared to participate in the National System “Living Human Treasures - Bulgaria”, according to the current lists: the National Representative List of Intangible Cultural Heritage Elements; the National List of Intangible Cultural Heritage in Need of Urgent Safeguarding Measures (Urgent List); the National Register of Programmes, Projects and Activities that best reflect the principles and objectives of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (Register of Good Practices);
  • transmission and activation of new forms of creative expressions;
  • the community cultural centres to be informed and prepared for the administrative organisation of community activities in compliance with the regulations and requirements under the People’s Chitalishta Act, the Non-profit Legal Entities Act and the Convention for the Safeguarding of the Intangible Cultural Heritage of 2003.

Solutions:
Direction 1: Implementation of activities for the participation of the community cultural centres in the lists introduced under the National System “Living Human Treasures Bulgaria”.
Direction 2: The role of the community cultural centres to inform civil society how to recognise misinformation and be able to direct people to credible sources;
The materials presented at the information and training conference do not aim to exhaust the issues. The topics are open for upgrading and qualification in the workplace.
