Centros de categoría 2 auspiciados por la UNESCO

Los centros de categoría 2 auspiciados por la UNESCO se crean y establecen a instancias de los Estados Miembros para contribuir al logro de los objetivos de la Organización mediante actividades de alcance mundial, regional, subregional e intrarregional. Desde el punto de vista jurídico, estos centros no forman parte de la Organización, pero se asocian a ella a través de acuerdos oficiales suscritos entre la UNESCO y el Estado Miembro en el que se sitúan. Han sido concebidos como sedes internacionales o regionales y polos de especialización o excelencia para la prestación de asistencia y servicios técnicos a los Estados Miembros, los asociados cooperantes y las oficinas de la red de la UNESCO sobre el terreno. Además, se espera que contribuyan directamente a la consecución de los objetivos del programa estratégico o las prioridades programáticas y temáticas de la UNESCO y, más específicamente, al logro de resultados en los ejes de acción del programa de la Organización (véase la “Estrategia para los institutos y centros de categoría 2 auspiciados por la UNESCO” - 40/C Resolución 79: inglés|francés).

Los centros comparten algunos objetivos fundamentales, entre los que destacan:

  • a) promover la Convención de la UNESCO para la Salvaguardia del Patrimonio Cultural Inmaterial y contribuir a su aplicación;
  • b) fortalecer las capacidades de cada región para aplicar activamente la Convención de 2003 en los niveles regional e internacional;
  • c) aumentar la participación de las comunidades, grupos y personas en la salvaguarda del patrimonio cultural inmaterial de la región; y
  • d) fomentar la cooperación regional e internacional para salvaguardar el patrimonio cultural inmaterial.

Para lograr estos objetivos compartidos, cada centro se especializa en un ámbito de actividad y desempeña un conjunto específico de funciones. Hoy en día existen ocho centros dedicados al patrimonio cultural inmaterial.

As approved by the 37th session of the General Conference, the Centre will have as its functions: (a) to encourage States in the Region to adopt policy measures and legislative and administrative measures as provided for in Article 13 of the Convention; (b) to organize activities (i) to strengthen the national capacities of countries in the Region in the areas of identification, documentation, developing inventories and the safeguarding of intangible cultural heritage present on their territories in accordance with the Convention and its Operational Guidelines, and (ii) to assist these countries to preserve and digitize multimedia data concerning this heritage; (c) to stimulate and organize cooperation in the exchange of experiences, expertise and information among countries of the Region, particularly in regard to the intangible cultural heritage found in two or more of these countries; (d) to facilitate networking among practitioners, communities, experts, officials, centres of expertise, research institutes, museums, archives, and other organizations and institutions active in safeguarding intangible cultural heritage at the regional, sub-regional and national levels; (e) to contribute to a better understanding of the intangible cultural heritage at the local, national, subregional and regional levels, and to raise awareness among the general public, especially the younger generations, of the importance of intangible cultural heritage, including by means of publications. The activities necessary to achieve its objectives and functions will be planned and implemented in consultation with UNESCO.

El Centro desempeña las siguientes funciones: a) alentar y coordinar la investigación sobre la praxis de la salvaguardia de elementos del patrimonio cultural inmaterial presentes en los países de Europa Sudoriental, como viene indicado en los artículos 11, 12, 13 y 14 de la Convención de 2003; b) organizar cursos de formación sobre los temas siguientes: i) la Convención de 2003 y sus directrices operacionales; ii) distintos ejemplos de políticas que conjuguen medidas jurídicas, administrativas, técnicas y financieras para fomentar la salvaguardia del patrimonio cultural inmaterial; iii) introducción a las publicaciones de la UNESCO sobre métodos para identificar y repertoriar el patrimonio cultural inmaterial y su aplicación en la práctica; iv) salvaguardia del patrimonio cultural inmaterial mediante la enseñanza formal y no formal; c) mejorar la cooperación internacional y regional estableciendo redes con instituciones que trabajen sobre el tema del patrimonio cultural inmaterial, en especial las auspiciadas por la UNESCO (categoría 2), a fin de coordinar actividades, intercambiar información y conocimientos sobre la salvaguardia de dicho patrimonio y promover prácticas ejemplares. Al ejecutar sus actividades y programas, el Centro deberá atenerse a lo dispuesto en la Convención de 2003, sobre todo en lo tocante a sus finalidades, objetivos y definiciones (artículos 1 y 2).

The specific functions of the Centre are to: (a) Implement long-term and short-term capacity-building programmes and activities in ICH safeguarding based on the programme developed by UNESCO for the effective implementation of the 2003 Convention; (b) Adapt capacity-building materials developed by UNESCO to the regional context and ensure their translation into Arabic; (c) Build networks among concerned communities, groups and individuals to reinforce transmission and dissemination of ICH, organize public events and meetings at the regional and international level; (d) Strengthen international and regional networks to exchange information and knowledge concerning the safeguarding of ICH, including in the context of the overall results framework of the Convention and periodic reporting.

El Centro ejerce las siguientes funciones: a) crear y mantener actualizado un sistema de información automatizado en el que se registren e interrelacionen instituciones, organizaciones comunitarias y expertos que participen en la salvaguardia del patrimonio cultural inmaterial en la Región; b) reunir y difundir información sobre las medidas jurídicas, administrativas, financieras y de otra índole que hayan adoptado los Estados participantes en las actividades del Centro con miras a salvaguardar el patrimonio cultural inmaterial presente en sus territorios; c) reunir y difundir información sobre actividades de salvaguardia que se realizan en los Estados participantes en las actividades del Centro; d) organizar actividades encaminadas a elaborar métodos de investigación y estudios sobre la salvaguardia del patrimonio cultural inmaterial, comprendidos los estudios sobre el desarrollo de un turismo respetuoso del patrimonio cultural inmaterial; e) organizar actividades destinadas a definir y promover prácticas ejemplares de salvaguardia, y ayudar a los Estados Parte a fortalecer sus capacidades para preparar expedientes en los que se propongan esas prácticas al Comité Intergubernamental, como se prevé en el Artículo 18 de la Convención de 2003; f) coordinar las actividades de sensibilización y creación de capacidades entre depositarios y profesionales del patrimonio cultural inmaterial, de forma que puedan participar activamente en la localización, el inventario y la gestión de ese patrimonio; g) promover el fortalecimiento de las capacidades para elaborar expedientes de candidatura a la inscripción en las dos listas de la Convención de 2003 y redactar solicitudes e informes dirigidos al Comité Intergubernamental, en particular sobre elementos compartidos del patrimonio cultural inmaterial; h) cooperar e intercambiar información sobre la salvaguardia del patrimonio cultural inmaterial con otros centros de categoría 2 auspiciados por la UNESCO dentro y fuera de Asia; i) informar al Comité Intergubernamental y a la Secretaría de la Convención de 2003 sobre las actividades pertinentes en la Región y contribuir a la aplicación de la Convención de 2003.

El Centro desempeña las funciones siguientes: i) estimular y coordinar la investigación sobre prácticas y metodologías de salvaguardia del patrimonio cultural inmaterial en peligro en la región; ii) ayudar a los países de la región a realizar otras actividades de investigación, prestando especial atención a los países en desarrollo; iii) organizar talleres y seminarios regionales sobre la investigación como medio de salvaguardar el patrimonio cultural inmaterial y sobre la investigación de prácticas y metodologías de salvaguardia; iv) alentar y ayudar a jóvenes investigadores de la región a realizar investigaciones destinadas a salvaguardar el patrimonio cultural inmaterial; v) cooperar con otros institutos de categoría 2 dedicados a la salvaguardia del patrimonio cultural inmaterial, en la región y otros lugares; vi) emprender actividades de cooperación entre las instituciones interesadas, intensificando al mismo tiempo la asistencia técnica a los países en desarrollo en la región.

Son funciones del Centro: a) Alentar a sus Estados miembros a adoptar las disposiciones políticas, legislativas y administrativas previstas en el artículo 13 de la Convención;

b) Organizar actividades destinadas a consolidar y fortalecer las capacidades nacionales de la Región en las áreas de identificación, documentación, elaboración de inventarios y salvaguardia del patrimonio cultural inmaterial presente en sus territorios de acuerdo con la estrategia global de la UNESCO en este ámbito; c) Organizar y promover la cooperación entre instituciones y redes de profesionales en sus Estados miembros en el ámbito del intercambio de experiencias, conocimientos y técnicas en particular en lo relativo al patrimonio cultural inmaterial que se manifiesta en dos o más de estos Estados; d) Contribuir a un mejor conocimiento de la Convención y de sus mecanismos a nivel local, nacional y regional, promover actividades regionales de sensibilización a la importancia del patrimonio cultural inmaterial y proporcionar herramientas y metodologías de inclusión de las comunidades en la salvaguardia.

Las funciones específicas del Centro consistan en: a) crear un sistema de información, apoyar la identificación y documentación del patrimonio cultural inmaterial, conservar y numerizar materiales de archivo y respaldar la elaboración de normas relativas a los metadatos; b) difundir los datos acopiados sobre el patrimonio cultural inmaterial mediante material informativo y de promoción y fomentar la protección de los derechos de propiedad intelectual de los profesionales y creadores del patrimonio cultural inmaterial, que figuran en dicho material informativo; c) crear redes entre las comunidades, los grupos y las personas interesados a fin de reforzar la transmisión y difusión del patrimonio cultural inmaterial y organizar eventos y encuentros públicos de alcance regional e internacional; y d) fortalecer las redes internacionales y regionales de intercambio de información y conocimientos para la salvaguardia del patrimonio cultural inmaterial. Las actividades y los programas del Centro se ejecutarán de conformidad con la Convención de 2003, en particular con sus finalidades y definiciones (Artículos 1 y 2).
