The Bureau is asked to examine and decide on the granting of three international assistance requests up to US$25,000 and one preparatory assistance request, by making use of the electronic consultation provided for in Rule 12.3 of the Rules of Procedure of the Committee. In order to facilitate the examination, Bureau members may refer to the eligibility and selection criteria of international assistance requests (English|French).

9.COM 3.BUR - Meeting of 13 October 2014
The Bureau of the Intergovernmental Committee met on Monday 13 October 2014 at UNESCO Headquarters (Room VIII, Fontenoy building) from 10 a.m. to 1 p.m.
The Bureau discussed and approved the timetable of the ninth session of the Intergovernmental Committee to take place at UNESCO Headquarters, Paris, from 24 to 28 November 2014.

9.COM 2.BUR - Electronic consultation (June 2014)
At its fifth session, the General Assembly adopted a Plan for the use of the resources of the Intangible Cultural Heritage Fund and budget plan for the periods of 1 January 2014 to 31 December 2015 and 1 January to 30 June 2016 (ITH/14/5.GA/7: English|French|Spanish|Russian|Arabic|Chinese). The Intergovernmental Committee (Decision 8.COM 11: English|French) proposed to the General Assembly to allocate 20% of the resources for ‘Other functions of the Committee’ as described in Article 7 of the Convention and in the Operational Directives. These include promoting the objectives of the Convention and encouraging and monitoring its implementation through strengthening institutional and community capacities for effectively safeguarding intangible cultural heritage, raising awareness of such heritage and its significance, and disseminating information about best safeguarding practices. On 5 June 2014, following the closing of the General Assembly, the Secretariat presented a specific proposal for the utilization of these funds to the Bureau, which was later asked to take a decision later through electronic consultation.

9.COM 1.BUR - Electronic consultation (April 2014)
The Intergovernmental Committee, by its Decision 8.COM 5.b, adopted the provisional report on its activities between June 2012 and June 2014 and ‘delegated to its Bureau the authority to approve the final report to be updated before the next session of the General Assembly’ which will take place from 2 to 5 June 2014. Consequently, as provided in Rule 12.3 of the Rules of Procedure of the Committee, the Bureau made use of electronic consultation (April 2014) and approved the revised text of the report on the activities of the Committee between the fourth and fifth sessions of the General Assembly included in Document ITH/12/5.GA/4.1.

Functions of the Bureau
According to Rule 12.2 of the Committee’s Rules of Procedure, the Bureau ‘shall coordinate the work of the Committee and fix the dates, times and order of business of meetings. It shall exercise any other duty entrusted to it by the Committee’. Paragraph 49 of the Operational Directives designates the Bureau as the body authorized to approve international assistance requests up to US$25,000. The Bureau is also entrusted to examine and approve emergency requests greater than US$25,000 (paragraph 50 of the Operational Directives). In case of extreme urgency, and in conformity with Criterion U.6, the Bureau of the Committee may invite the State(s) Party(ies) concerned to submit a nomination to the List of Intangible Heritage in Need of Urgent Safeguarding on an accelerated schedule (paragraph 32 of the Operational Directives). If needed, the Bureau may, if the Chairperson deems it appropriate, consult by correspondence, including electronic consultation (Rule 12.3)
