An international group of experts is meeting at UNESCO Headquarters on 16 and 17 June 2025 (Part I) to examine how intangible cultural heritage can be effectively integrated into urban planning and development strategies. The meeting aims to generate concrete proposals for States and other relevant stakeholders by identifying key issues, challenges and opportunities related to safeguarding living heritage in urban contexts from planning perspectives.

As one of the most transformative global trends, urbanization is shaping how communities live, interact and access opportunities. In this context, intangible cultural heritage emerges as a key element of social well-being, contributing to the identity and vitality of communities.

In line with Decision 19.COM 11 of the Intergovernmental Committee, the experts will examine the roles and risks for living heritage in urban contexts. Through multidisciplinary perspectives and a review of existing policy frameworks, the experts will seek to identify pathways for incorporating intangible cultural heritage into sustainable urban development.

Part II of the meeting (online, 18 to 19 September 2025) will aim to finalize the draft guidance note to be presented to the Intergovernmental Committee at its twentieth session (8 to 13 December 2025, New Delhi, Republic of India).

Since 2021, the Secretariat has been undertaking efforts in specific thematic areas to advance a holistic approach to heritage safeguarding and sustainable development. The other two thematic initiatives under the 2003 Convention relate to the economic dimensions of safeguarding intangible cultural heritage and safeguarding intangible cultural heritage in the context of climate change.
