Category 2 centres under the auspices of UNESCO

Category 2 centres under the auspices of UNESCO are established and funded by Member States to contribute to the achievement of UNESCO’s objectives by way of global, regional, subregional or interregional activities. They are not legally a part of the Organization, but are associated with it through formal agreements between UNESCO and the Member State hosting the centre. The centres are intended to serve as international or regional centres and poles of expertise or excellence to provide technical assistance and services to Member States, cooperation partners and also to the network of UNESCO field offices. The category 2 centres are expected to contribute directly to achieving the Strategic Programme Objectives or programme priorities and themes of the Organization, and specifically to UNESCO’s programme results at the MLA level (see the Strategy for category 2 institutes and centres under the auspices of UNESCO - 40/C Resolution 79: English|French)

The centres share certain key objectives, among which are:

  • (a) to promote the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage and contribute to its implementation;
  • (b) to reinforce capacities in the Region for actively implementing the 2003 Convention on the regional and international level;
  • (c) to increase the participation of communities, groups and individuals in safeguarding intangible cultural heritage in the Region; and
  • (d) to foster regional and international cooperation for safeguarding ICH.

Each centre has a specialized field of activity and set of functions in order to accomplish those shared objectives. There are to date eight centres devoted to intangible cultural heritage.

As approved by the 37th session of the General Conference, the Centre will have as its functions: (a) to encourage States in the Region to adopt policy measures and legislative and administrative measures as provided for in Article 13 of the Convention; (b) to organize activities (i) to strengthen the national capacities of countries in the Region in the areas of identification, documentation, developing inventories and the safeguarding of intangible cultural heritage present on their territories in accordance with the Convention and its Operational Guidelines, and (ii) to assist these countries to preserve and digitize multimedia data concerning this heritage; (c) to stimulate and organize cooperation in the exchange of experiences, expertise and information among countries of the Region, particularly in regard to the intangible cultural heritage found in two or more of these countries; (d) to facilitate networking among practitioners, communities, experts, officials, centres of expertise, research institutes, museums, archives, and other organizations and institutions active in safeguarding intangible cultural heritage at the regional, sub-regional and national levels; (e) to contribute to a better understanding of the intangible cultural heritage at the local, national, subregional and regional levels, and to raise awareness among the general public, especially the younger generations, of the importance of intangible cultural heritage, including by means of publications. The activities necessary to achieve its objectives and functions will be planned and implemented in consultation with UNESCO.

The functions of the centre are: (a) instigate and coordinate research into practices of safeguarding ICH elements present in the South-Eastern European countries, as referred to in Articles 11, 12, 13 and 14 of the 2003 Convention; 182 EX/20 Part VIII – page 2; (b) organize training courses on the following subjects: (i) The 2003 Convention and its Operational Directives; (ii) Different examples of policies including legal, administrative, technical and financial measures fostering the safeguarding of ICH; (iii) Introduction to UNESCO publications on identification and documentation of ICH and their application in the field; (iv) Safeguarding ICH through formal and non-formal education; (c) enhance international and regional cooperation through networking with institutions active in the domain of ICH, notably those established under the auspices of UNESCO (category 2), in order to coordinate activities, exchange information and knowledge concerning the safeguarding of ICH, and promote good practices. The centre’s activities and programmes shall be carried out in conformity with the 2003 Convention and, in particular, its purposes and objectives and definitions (Articles 1 and 2).

The functions of the centre are: (a) to create and keep up to date an automated information system registering and linking institutions, community organizations and individual experts involved in safeguarding ICH in the Region; (b) to gather and disseminate information on legal, administrative, financial and other measures taken by the States participating in the centre with a view to safeguarding the ICH present in their territories; (c) to gather and disseminate information on safeguarding activities in the States participating in the centre; (d) to organize activities for developing research methodologies and studies concerning the safeguarding of ICH, including studies concerning the development of tourism that is respectful of ICH; (e) to organize activities to identify and promote good safeguarding practices, and to assist States Parties to reinforce their capacities to prepare files proposing such practices to the Intergovernmental Committee as foreseen in Article 18 of the 2003 Convention; (f) to coordinate activities aimed at awareness-raising and capacity-building among holders and practitioners of intangible cultural heritage, so as to allow them to participate actively in the identification, inventorying and managing of their ICH; (g) to foster capacity-building for drafting candidature files for inscription on the two lists of the 2003 Convention and for drafting requests and reports for submission to the Intergovernmental Committee, in particular concerning shared intangible cultural heritage elements; (h) to cooperate and exchange information with other category 2 centres in and beyond Asia, under the auspices of UNESCO, in the field of safeguarding ICH; (i) to inform the Intergovernmental Committee and the Secretariat of the 2003 Convention about relevant activities in the Region and to assist in the implementation of the 2003 Convention.

The functions of the Centre are to: (i) instigate and coordinate research into practices and methodologies of safeguarding endangered ICH in the region; (ii) assist countries in the region in implementing other research activities, while paying special attention to developing States; (iii) organize regional workshops and seminars focusing on research as a measure for safeguarding ICH and on research on safeguarding practices and methodologies; (iv) encourage and assist young researchers in the region engaging in research activities aimed at safeguarding ICH; (v) cooperate with other category 2 institutions active in the domain of safeguarding ICH, in the region and beyond; and (vi) initiate cooperation among interested institutions, while furthering technical assistance vis-à-vis developing countries in the region.

The specific functions of the Centre are to: (a) establish an information system, support identification and documentation of ICH, conserve and digitize archival materials and support the development of metadata standards; (b) disseminate the accumulated data on ICH in informational and promotional materials, and promote the protection of intellectual property rights of ICH practitioners and creators included in such informational materials; (c) build networks among concerned communities, groups and individuals to reinforce transmission and dissemination of ICH, organize public events and meetings at the regional and international levels; (d) strengthen international and regional networks to exchange information and knowledge concerning the safeguarding of ICH. The Centre’s activities and programmes shall be carried out in conformity with the 2003 Convention and, in particular, its purposes and objectives and definitions (Articles 1 and 2).

The specific functions of the Centre are to: (a) Implement long-term and short-term capacity-building programmes and activities in ICH safeguarding based on the programme developed by UNESCO for the effective implementation of the 2003 Convention; (b) Adapt capacity-building materials developed by UNESCO to the regional context and ensure their translation into Arabic; (c) Build networks among concerned communities, groups and individuals to reinforce transmission and dissemination of ICH, organize public events and meetings at the regional and international level; (d) Strengthen international and regional networks to exchange information and knowledge concerning the safeguarding of ICH, including in the context of the overall results framework of the Convention and periodic reporting.
