L’UNESCO organise cette réunion d’experts au titre de son programme « La sauvegarde du patrimoine culturel immatériel dans l’éducation formelle et non formelle », qui prend acte du recoupement entre le patrimoine culturel immatériel et l’éducation et reconnaît qu’ils peuvent se révéler mutuellement bénéfiques et se soutenir l’un l’autre. Le programme a été adopté comme priorité de financement par le Comité intergouvernemental de sauvegarde du patrimoine culturel immatériel en 20171 et contribue à la réalisation des Objectifs de développement durable (ODD). Cette réunion d’experts en ligne est généreusement accueillie par le Centre international d’information et de travail en réseau sur le patrimoine culturel immatériel dans la région Asie-Pacifique sous les auspices de l’UNESCO (ICHCAP) et parrainée par le Département du patrimoine culturel de la République de Corée. La réunion poursuit principalement deux objectifs interdépendants : soutenir l’établissement des rapports périodiques rédigés en vertu de la Convention pour la sauvegarde du patrimoine culturel immatériel en approfondissant la compréhension des indicateurs liés à l’éducation du cadre global de résultats de la Convention (indicateurs 4, 5, 6 et 12) ; et faire apparaître plus clairement les liens que cela a avec les rapports établis par les pays concernant l’Objectif de développement durable n 4.

La 8e réunion annuelle des centres de catégorie 2 actifs dans le domaine du patrimoine culturel immatériel se tient le 30 novembre 2020 en ligne. La réunion fait suite aux sept réunions annuelles précédentes et vise à i) présenter la stratégie pour les instituts et centres de catégorie 2 sous l’égide de l’UNESCO (adoptée par la Conférence générale de l’UNESCO en 2019), (ii) faire le point sur les derniers développements concernant la mise en œuvre de la Convention, notamment le déploiement du premier cycle de rapports périodiques et (iii) avoir un échange sur les méthodes de travail dans le cadre de la pandémie COVID-19 et la coopération entres les centres.

Du 9 au 13 novembre, une formation à destination des formateurs, dirigée par deux animateurs formés par l’UNESCO a été organisée en ligne par la Commission nationale pour la culture et les arts aux Philippines et par l’UNESCO avec le soutien du Centre international de formation pour le patrimoine culturel immatériel dans la région Asie-Pacifique (CRIHAP). Trente-neuf participants issus de diverses communautés culturelles et autochtones, d’agences et d’unités gouvernementales, d’organisations de la société civile et du monde universitaire se sont réunis en ligne pendant cinq jours pour discuter des sujets suivants :

• Le patrimoine culturel immatériel dans les situations d’urgence : Les animateurs ont abordé les nouveaux principes opérationnels et les modalités de sauvegarde du patrimoine culturel immatériel dans les situations d’urgence ; la façon dont le PCI aux Philippines a été touché par les catastrophes naturelles et d’origine humaine et par les conflits ; et la façon dont le PCI a contribué à la résilience et à la résolution des conflits dans les situations d’urgence.
• Patrimoine vivant et pandémie de COVID-19 : Les discussions ont porté sur des études de cas du monde entier tirées de l’enquête mondiale de l’UNESCO sur le patrimoine vivant et issues de ressources en ligne sur la pandémie de COVID-19, ainsi que sur des cas spécifiques en Thaïlande et dans les Philippines.
• Patrimoine culturel immatériel et développement durable : Les participants ont examiné des études de cas sur le PCI et le développement durable et ont approfondi le thème du développement durable dans le contexte des Philippines.
• Patrimoine culturel immatériel et éducation : Avec ce dernier sujet, les participants ont examiné des études de cas et ont ensuite axé leurs réflexions sur le cas spécifique du PCI et de l’éducation aux Philippines.
  

Dans le cadre d’un dernier exercice, les participants ont élaboré des plans de sauvegarde en vue du développement durable et de la préparation aux situations d’urgence, qui pourront être affinés et poursuivis après l’atelier.

As a result of the deep effects of the COVID-19 crisis on the cultural sphere and on the living conditions of art and culture workers, UNESCO created the global ResiliArt movement, which promotes a series of virtual debates with various actors in the cultural sector, seeking to make visible the impacts of this crisis, its importance and the multiple resilience strategies that have arisen from the sector.

In order to address and reflect on the differential effects of the crisis impacts on diverse communities, the UNESCO Office in Quito is developing the series of ResiliArt debates titled “Resistance/Re-existence during the crisis”. This cycle aims at constituting a platform to make visible and strengthen the resilience strategies and cultural heritage of the communities that were most affected by the crisis in the Latin American context, focusing on the experiences of afro-descendant women who are community and cultural leaders.

Following the first debate, which took place on June 3, 2020, three ResiliArt debates were scheduled for October and early November, with the aim of continuing to reflect on the responses that afro-descendant women have implemented to address the effects of the crisis, through community organization focusing specifically on the role that culture and Intangible Cultural Heritage play in local recovery and resilience strategies.
These meetings seek to explore the links between education and cultural heritage through ethno-education and technical and vocational education and training (TVET), giving visibility to the strategies implemented by local educational systems in order to guarantee an inclusive, culturally relevant and quality education based on local socio-cultural contexts.

On 28 October, 2020, the UNESCO Office in Quito held an online resiliart debate on the topic of ‘Re (ex) sistence in the face of the crisis: ethno-education, technical and vocational education and training (TVET) and intangible cultural heritage of Afro-descendant communities in the context of the pandemic in Latin America’.

After the previous three workshops in Bishkek (2017), Almaty (2018) and Tashkent (2019), this fourth ICH Training of Trainers for Central Asia is held online from 24 to 28 August 2020. Co-organized by UNESCO and the International Training Centre for Intangible Cultural Heritage in the Asia-Pacific Region (CRIHAP), it is an opportunity for participants from four Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan) to deepen their knowledge about the 2003 Convention and strengthen capacities around several themes, including living heritage in the context of emergencies, as well as the mechanisms of international cooperation foreseen under the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage.

Co-organized by ICHCAP and the UNESCO Bangkok Office, participants and speakers hope to have a deeper engagement with ideas of building cooperation and networking initiatives among higher education institutions for ICH safeguarding from founded regional networks in Africa, Latin America, Europe, and Asia-Pacific. This session is a continuation of our efforts to have a better understanding of the integration between intangible cultural heritage and higher education, which visibly faces more challenges at the present time as the COVID-19 pandemic has necessitated measures directly affecting the operations of educational institutions all over the world such as school closure, instruction through online means, and disruption of research field work and other related activities.

The third session of the ICH Webinar Series primarily aims to examine the state of networking activities in different regions around the world, how networks were formed, how they operate and contribute to research and teaching about ICH, its safeguarding and transmission. These important concerns will be addressed by experts and representatives of now-established collaborative efforts based in four continents of the world, anticipated to edify notions of cultural diversity, different methods of solidifying connections for heritage protection, and academic unity in ensuring that living heritage is significantly a part of 21st century knowledge production.

Speakers include Dr. Christina Ortega Nuere (Former President of the European Network on Cultural Management and Policy), Dr. Jacob Mapara (Professor, Chinhoyi University of Technology), Prof. Mónica Guariglio (Coordinator, Network of Academic Cooperation in ICH of Latin America and the Caribbean) and Dr. Montira Horayangura Unakul (Cultural Officer, UNESCO Bangkok Office). Dr. Tim Curtis of UNESCO Headquarters and Director-General Adriana Molano Arenas of the Regional Centre for the Safeguarding of ICH of Latin America will formally open the session.

Session III will ascertain the implications of relevant higher education networks on the teaching of heritage, as well as the development of heritage in discourse and public consciousness.

The inaugural session of the Intangible Cultural Heritage (ICH) Webinar Series was held on 18 June 2020, centering on the impacts of the COVID-19 pandemic on living heritage in the Asia-Pacific region. Co-organized by ICHCAP and the UNESCO Bangkok Office, the first session featured presentations that addressed how the pandemic unsettled the transmission of ICH, particularly the involvement of communities, groups, and individuals in ICH safeguarding activities. Significantly, the first session looked into the possible roles ICH might take in a crisis—a crucial understanding of living heritage especially in imagining the future that is indubitably defined by the challenging measures the pandemic has brought upon us. Delving deeper into the impacts of the pandemic on heritage with the state of higher education in mind, the second session of the webinar series is intentioned to look into the teaching of heritage-related disciplines during the COVID-19 pandemic.

The incalculable damages the pandemic has had on cultural tourism and heritage conservation practices—with the Luang Prabang World Heritage in Laos, Borobodur in Indonesia, and other important sites of tangible heritage in Asia on lockdown for months—have crisp implications on the link between heritage education and economic development, the study of professional heritage conservation and risk assessment, as well as site management and policies that also consider the livelihood of communities related to specific tangible heritage sites. The harsh effects of the COVID-19 pandemic are strikingly visible in universities, too. In the Republic of Korea and China, academic gatherings have been cancelled, with the drastic change being instruction largely served through online platforms. In this survey of universities with academic programs related to living heritage, these two East Asian countries have university degrees that solely focus on ICH. Meanwhile, with varied border closure, lockdown, or curfew strategies to restrict mobility and travel in countries where there are academic degrees or post-graduate programs that are highly related to ICH such as India, Thailand, Vietnam, Mongolia, Myanmar, and the Philippines, we can only expect to find ourselves among academics, researchers, and higher education students looking for innovative teaching and learning models, instructional designs, and alternative practices of scholarly study that respond to the needs of heritage instruction amidst the pandemic.

How does COVID-19 pandemic affect the way we think about the relation between heritage and educational institution? What are the new issues and understanding for teaching or research to address that have been raised by the pandemic (e.g. role of heritage, creativity, community, sustainability, etc.)? What alternative practices are formulated to cover the objectives of traditional methods of critical inquiry such as fieldwork, survey, and interview? These are some of the important questions the Session II of the ICH Webinar Series will address. Co-organised by ICHCAP, UNESCO Bangkok Office, and the Asian Academy of Heritage Management, the session will be held on 2 July 2020 at 17:00 (Korean Standard Time). It will be chaired by Boram Kim of ICHCAP and moderated by Dr. Hanhee Hahm of Chonbuk National University (Republic of Korea), featuring presentations by Dr. Neel Kamal Chapagain of Ahmedabad University (India), Kristal Buckley of Deakin University (Australia), Danilo Pesce of Polytechnic of Turin (Italy), and Dr. Nikhil Joshi of the National University of Singapore.

La 14e réunion annuelle du réseau d’experts de l’Europe du Sud-Est sur le patrimoine culturel immatériel aura lieu le 26 juin 2020, selon une modalité virtuelle en raison des restrictions de voyage imposées par l’urgence du Covid-19.

L’atelier 2020 est destiné à fournir aux participants l’occasion de 1) partager leurs connaissances et leurs expériences sur l’impact de la crise Covid-19 sur la sauvegarde du patrimoine culturel immatériel, ainsi que sur les réponses apportées par les acteurs concernés dans la région ; et 2) stimuler la réflexion critique et inspirer des actions concernant la sauvegarde du PCI en période Covid-19, au-delà de la période d’urgence actuelle.

La réunion est organisée par l’UNESCO par l’intermédiaire du Bureau régional de l’UNESCO pour la science et la culture en Europe, en coopération avec le Secteur de la culture de l’UNESCO - Entité du patrimoine vivant, avec le soutien du Centre régional pour la sauvegarde du patrimoine culturel immatériel en Europe du Sud-Est (Centre de catégorie 2 fonctionnant sous l’égide de l’UNESCO, basé à Sofia, Bulgarie).

The Workshop on Cooperation and International Assistance in the field of Intangible Cultural Heritage (22-23 June 2020) is one of the activities planned under the project “Strengthening capacities for the effective implementation of the 2003 Convention of the Safeguarding of the Intangible Cultural Heritage in Lebanon”, funded by the Government of Japan.

The COVID-19 pandemic has seriously caused public disruption manifesting in different forms such as places on lockdowns, untimely shutdown of schools, cancellations of mass gatherings, and temporary closure of businesses. As the field of intangible cultural heritage (ICH) contends with the effects of the pandemic, ICHCAP and UNESCO Bangkok Office are organising sessions of interlinked online seminars dubbed as ICH Webinar Series to tackle important issues around ICH safeguarding in the time of COVID-19 and the future ahead of it. While the first couple sessions of the series will hear reports and studies about the impact of COVID-19 pandemic on ICH safeguarding, the series itself is conceived to be a platform of ideas relevant to key areas in ICH Safeguarding such as information-sharing, networking, and cooperation among stakeholders in the ICH field.

The first session of the ICH Webinar Series will assess how COVID-19 pandemic has affected the cultural lives of peoples in the Asia-Pacific region and identify possible roles ICH might take in crisis. In light of the many vulnerabilities the pandemic has exposed in ICH communities, the session will hold a discussion of innovative solutions for ICH safeguarding and transmission. Slated on 18 June 2020 at 17:00 (Korea time), the first session will feature presentations from Juliette Hopkins (Living Heritage Entity, UNESCO), Anna Yau (The University of Hong Kong), Kirk Siang Yeo (National Heritage Board, Singapore) Professor Christopher Ballard (The Australian National University), and Professor Eric Zerrudo (University of Santo Tomas).

Within the framework of the project “Strengthening national capacities for safeguarding Palestinian intangible cultural heritage”, the UNESCO Ramallah Office holds the workshop on preparing nominations and requests for international assistance, thanks to the generous support from the Abu Dhabi Department of Culture and Tourism.

Mis en œuvre de janvier 2019 à juillet 2020, le projet UNESCO-UE “Engager les jeunes pour une Europe inclusive et durable” propose une approche innovante de l’éducation en invitant les enseignants et les apprenants à explorer leur patrimoine vivant et à s’informer non seulement sur lui, mais aussi avec et par lui. Au cours des derniers mois, les enseignants et les élèves de dix écoles associées à l’UNESCO sélectionnées dans toute l’Union européenne ont élaboré et mis en œuvre des projets pilotes dans leurs propres écoles. Accompagnée par des animateurs formés par l’UNESCO, chaque équipe scolaire a mené des activités visant à identifier le patrimoine vivant présent dans leur communauté scolaire et à l’intégrer dans les plans de cours de matières aussi diverses que les mathématiques, la physique ou les langues, ainsi que dans les activités extrascolaires.

Dans ce contexte, l’UNESCO, en étroite coopération avec la Commission néerlandaise pour l’UNESCO, a réuni les dix équipes scolaires du réSEAU afin de partager leurs expériences, d’analyser les approches utilisées et de contribuer à l’élaboration des ressources documentaires destinées aux enseignants en Europe, qui seront produites d’ici la fin du projet.

L’atelier se tenu du 27 février au 1er mars 2020, à Rotterdam, aux Pays-Bas.
