Carlos holds a degree in Communication Sciences, certified by the Lucio Costa Center, IPHAN Brazil, and CRESPIAL. He has completed a training course in intangible cultural heritage management in Cusco and Rio de Janeiro in 2015; a workshop for experts in intangible cultural heritage at CRESPIAL Cusco in 2018; a seminar on intangible cultural heritage and cultural diversity at the Ministry of Culture, Government of Mexico, in 2018; and a course on guiding principles for the development of safeguarding plans in Latin America in 2025. With extensive experience promoting ethical collaboration between government institutions and communities, he coordinates the inventory of living heritage in the state of Veracruz, Mexico. He chairs the commission for the safeguarding of the ceremonial “Dance of the Old Elements,” which is part of the Indigenous Day of the Dead festivities and is included on the Representative List of Intangible Cultural Heritage . He also leads the community initiative “La Voz en Nuestra Propia Voz Iberoamericana ICH”. As a cultural promoter with over 15 years of experience, Carlos has developed safeguarding plans for Indigenous Peoples and local communities in Mexico. He has led capacity-building workshops for members of the “La Voz en Nuestra Propia Voz” (The Voice in Our Own Voice) network since 2014
