A Kuwaiti national, he served as an adviser to the Secretary-General of the National Council for Culture, Arts and Letters (NCCAL). He represented Kuwait in matters related to the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage from 2012 to 2019. In 2019, he became a member of the global facilitators network.
In 2018, he was elected Rapporteur of the 7th Session of the General Assembly of States Parties to the Convention for the Safeguarding of the Intangible Cultural Heritage. In 2016, he was elected Vice-Chairperson of the 6th Session of the General Assembly. He served as President of the Islamic World Heritage Committee at the Islamic World Educational, Scientific and Cultural Organization (ICESCO) from 2019 to 2023. He is a member of the International Council of Museums (ICOM). In 2022, he was awarded the Order of Arts and Letters (Knight) by the French Republic. He earned a Ph.D. in Economics from Claremont Graduate University in 1996.
