Oleksandr Butsenko is the Director of the NGO Development Centre ’Democracy through culture‘, senior researcher at the Institute for Cultural Research at the National Academy of Arts of Ukraine, member of the ICH Expert Council at the Ministry of Culture of Ukraine, he represents Ukraine at the Intergovernmental Committee of the 2003 Convention, and acts as the focal point for periodic reporting under the 2003 Convention in Ukraine. He is a writer, a translator, and a member of the European Cultural Parliament.

He is the author of numerous articles on ICH safeguarding, sustainable development, cultural rights, and education with ICH. Initiator and manager of projects on ICH safeguarding, including at the international level.
