Decisión del Comité intergubernamental: 5.COM 13

The Committee,

  1. Having examined Document ITH/10/5.COM/CONF.202/13,
  2. Recalling Resolution 2.GA 6 and Decisions 3.COM 9 and 4.COM 10,
  3. Thanks the States Parties that responded to its invitation to send written comments on the modalities and methods of facilitating the contribution of non-governmental organizations from developing countries;
  4. Takes note of the actions undertaken by the Secretariat to disseminate information about the Convention and the procedures for requesting accreditation, in particular among non-governmental organizations from developing countries, and invites it to continue such actions;
  5. Takes note of the NGO workshop recently organized by the Estonian authorities and of the invitation received from the Gabonese authorities for a workshop to be organized in 2011, and commends both States Parties for their initiatives in this respect;
  6. Thanks the Republic of Hungary for its generous support to the Forum on the Contribution of Civil Society and NGOs to the Safeguarding of Intangible Cultural Heritage and to the Rapprochement of Cultures;
  7. Adopts the funding plan, annexed to this decision, as amended.

ANNEX

Funding plan for encouraging financial and logistical support for non-governmental organizations from developing countries to participate at Committee sessions

  1. The Secretariat, in the draft Plan for the use of the resources of the Intangible Cultural Heritage Fund that it presents to the Committee at its sixth session, shall include in the budget line number 6 of the Plan for the Use of the resources of the Fund a budgetary provision ‘to assist participation in the sessions of the Committee of experts in intangible cultural heritage representing accredited NGOs from developing countries’ and in the draft Plan shall allocate 5% of the resources of the Fund. States Parties are encouraged to make a voluntary contribution to this Fund. Other sources of voluntary supplementary contributions are in the meantime encouraged to be sought.
  2. Accredited non-governmental organizations from developing countries are eligible to request assistance with the costs of their participation in the sessions of the Committee, but only for persons who are experts in intangible cultural heritage.
  3. Requests for assistance to participate in the meetings of the Committee should reach the Secretariat at least eight weeks before the session concerned. Such requests shall be considered within the limits of available resources, in increasing order of GNP per capita of the country in which the non-governmental organization is domiciled.
  4. As a rule, the Intangible Cultural Heritage Fund shall not finance more than one representative per non-governmental organization.
  5. If requests are received from multiple NGOs domiciled in a single country, requests shall be considered with a view towards ensuring a wide representation of the domains and fields of intangible cultural heritage.
