Carlos holds a degree in Communication Sciences and a certification in Cultural Heritage. With extensive experience in promoting ethical collaboration between government institutions and communities for the safeguarding of intangible cultural heritage, Carlos coordinated the inventory of living heritage in the state of Veracruz, Mexico. He chairs the NGO Central Committee of Masked Groups A.C. and the community-based initiative La Voz en nuestra propia voz Iberoamérica PCI. As a cultural promoter with over 15 years of experience, Carlos has developed safeguarding plans for Indigenous Peoples and local communities in Mexico.
